Acceptance of STCW Basic Training Certificate

1. Training Facilities approved by a Flag State Administration, that gives full and complete effect to STCW Code (white list), seeking acceptance by Palau International Ship Registry (PISR) shall present below documentation:

  • Certificate of Incorporation of the Training Facility, its board of directors, officers and Legal Representative. The certificate must be issued by proper authorized Government Entity where the Maritime Training Facility is located and registered.
  • Letter of Recognition or Approval issued by the Maritime Administration of the State, duly legalized.
  • Full address and location of the head office of the Maritime Training Facility, along with any branch offices and training installations where the courses take place.

After the submission of the above documentation, PISR shall proceed to the issuance of a Provisional Letter of Acceptance of the STCW Basic Safety and Security Certificates issued by that Training Facility, for no more than six (6) months. After satisfactory desktop review of the above submitted documented information, a Permanent Letter of Acceptance, valid for 3 years, is issued with intermediate verification between the second and third annual. For the intermediate verification, an intermediate audit may be carried out between the second and third annual anniversary date.

2. Training Facilities without approval by other Flag State Administration, seeking Acceptance by PISR, shall submit below documented information:

  • Certificate of Incorporation of the Training Facility, its board of directors, officers and Legal Representative. The certificate must be issued by proper authorized Government Entity where the Maritime Training Facility is located and registered.
  • List of courses and training certificates to become accepted.
  • Digital Copy of curriculum, course structure and course outline, which shall comply with the relevant IMO model courses and the STCW Code, and as a minimum shall include the following:
  1. Duration of each course
  2. Course schedule with the topics to be delivered
  3. Course objectives
  4. Minimum requirements for the students to attend the courses
  5. Sample of the Certificate to be issued
  6. Maximum number of participants per course
  7. Qualifications of Staff and Personnel in charge of each course
  8. Installations and training equipment (Description & presentation through photographs or videos)
  9. Teaching material and handouts

 

  • A documented evidence attesting that all training, assessment of competence are continuously monitored through a quality standard system to ensure achievement of defined training objectives including those concerning the qualifications and experience of instructors.
  1. Evidence that the instructors are appropriately qualified in accordance with the provisions of section A-I/6 of the STCW Code.
  2. Full address and location of the head office of the Maritime Training Facility, along with any branch offices and training installations where the courses take place.

Upon completion of the submitted documented information as listed in and upon compliance by the Training Facility with the requirements of the STCW as amended, this Administration shall schedule an initial audit to be carried out at the Head Office to attest implementation of the information submitted.

After the successful completion of the initial audit and the Training Facility is found that complies with the standards and requirements of this Administration, as defined in STCW Convention as amended, a Permanent Letter of Acceptance shall be issued. In the case of an unsuccessful initial audit, a follow-up audit shall be carried out to attest that the Training Facility complies with the standards and requirements as defined in STCW Convention as amended.

The Permanent Letter of Acceptance is valid for 3 years subject to an intermediate audit carried out between the second and third annual.

Suspension of Acceptance of Training Facilities and Institution

Reasons for suspension of acceptance of a Training Center:

  • Evidence found that procedures and requirements for providing the courses and certification are not applied in accordance with those submitted to this Flag State Administration for acceptance.
  • Evidence that fraudulent certificates have been issued by the Training Facility has been found or received.
  • Formal complaint against the Training Facility for which legal actions are been taken.
