Requirements for a Flag State Endorsement by the Palau Ship Registry (PSR) in accordance with the provisions of the International Convention on Standards of Training, Certification and Watch-keeping for Seafarers, (STCW) 1978 as amended.

An applicant for issuance of a Certificate of Endorsement shall submit a properly completed application. The latest revision of all forms of applications is available on the PSR website.

2. a report of medical examination within the preceding 24 months on PSR or equivalent
3. 3. 由公认海事主管部门签发的有效资格证书 (COC)

When an application for an PSR endorsement of a COC is submitted to any Regional Office, the applicant may request issuance of a Certificate of Receipt of Application (CRA).

A CRA, in conjunction with a valid national COC, allows the holder to serve on board a ship entitled to fly the Palau flag, for a period not exciding three months.

application (with attachments) and proof of foreign certificate are in order, the applicant will promptly be issued a COE on PSR form.

舱面甲级船员/领航员

Every navigational officer serving aboard a PSR registered seagoing vessel need to hold a valid COC issued by a recognized flag administration. A relevant COE issued under the provisions of STCW, will remain valid for the unexpired term of the national certificate that has been dully recognized.

可签发船员资格证书类型如下：

• • 大副
• • 值班驾驶员 (OICNW)

限制条款

Certificates issued pursuant to the above paragraph may be limited by endorsement to service on vessels of not more than 3000 GT. Such certificates may be further limited according to the candidate’s actual experience and qualifications as appropriate.

轮机员 - 蒸汽和电动机

所有级别（蒸汽到电动机）

Every Engineer or Electro-Technical Officer serving aboard an PSR registered seagoing vessel shall hold a valid COC issued by a recognized flag administration. A relevant COEs issued under the provisions of STCW will remain valid for the unexpired term of the national certificate that has been dully recognized.

可签发船员资格证书如下：

• • 二管轮（大管轮）
• • 值班轮机员 (OICEW)
• • 电气技术员 (ETO)

限制条款

依照上述条款签发的证书可能对主推动机械额定功率和排水量有限制，或具体视情况而定。

油船、化学品运输船和液化气体运输船船员

所有级别

Every Officer serving aboard an PSR registered oil, chemical and liquefied gas tankers shall hold a valid CoP issued by a recognized flag administration. A relevant COEs issued under the provisions of STCW will remain valid for the unexpired term of the national certificate that has been dully recognized.

有效期；证书吊销和撤销

每份认可证书的有效期最长为五 (5) 年，并会根据相关条款的要求与规定适时进行更新。

All PSR certificates are the property of the Administration. They must be in either the possession of the seafarer to whom they are issued, the Administration, or en-route to the seafarer.

人员认可证书续期

任何证书可在到期日前 12 个月内进行续期。

人员证书更换

• • 被盗、丢失或毁坏

如果持证人证书被盗、遗失或被毁坏，持证人可向管理局提交书面宣誓书或在警方、副登记官、特别代理人的见证下确认宣誓书，以申请更换证书，该宣誓书在原证书的有效期内有效；宣誓书必须说明丢失或毁坏的情况，以及证书内容。

• • 邮寄途中丢失

可以免费更换由管理部门寄出且未经备案代理人接收的认可证书，但是新更换证书将以快递形式寄出，备案代理人可能需要支付快递费用。
